Simple answer to this one...
The majority of the world's governments want to safeguard their business opportunities in China and are not willing to antagonise them by raising the issue of Tibet, or by criticising China's human rights record. There is no economic reason for governments to help Tibet; only moral, humanitarian, cultural, spiritual and ethical reasons... And some purely logical ones too.
